Mixing 2 e-liquids together
You can absolutely play alchemist and mix 2 e-liquids together. People do so for many reasons. One can be lowering the nicotine content. Another reason may be liquid A isn't to your taste and you think liquid B can make it better. Although it's risky, as you don't quite know what you'll end up with, it can be great fun!

Mixing e-liquids with water
In short - yes, you can your e-liquid with water.
Be mindful of the quantity of water you add and ALWAYS use distilled water.
Start by adding a little bit of water and keep track of your experiments. Too much water may lower the atomizer temperature due to its lower boiling point.
Adding water to your juice may also help it produce more vapour. Try 3 drops of water to 20 drops of juice and see how you like it.
Some people even claim water helps them avoid a dry mouth feel so if you're someone who suffers from that, it might be worth giving this trick a try.
Mixing e-liquids with nic shots
Nic shots (or nicotine shots) are used to add a custom amount of nicotine to a shortfill.
Shortfills are nicotine-free e-liquids. They are sold in a bottle that is short-filled to give you enough space to add your own nicotine liquid. With that out of the way, let's talk strength!
Shortfills are designed so when you add nicotine, you end up with 3mg strength e-liquid.
50ml shortfill + 10ml nic shot = 60ml of 3mg e-liquid.
100ml shortfill + 2 x 10ml nic shots = 120ml of 3mg e-liquid.
